What is Starshield, and why did Ukraine's satellite link slow down?

On October 24, 2026, Ukraine said Starlink and its military version Starshield were working normally again after more than a week of speed limits that disrupted its drone operations. Hours later, Elon Musk said Ukraine's military had broken Starlink's terms of service.

Starlink and Starshield in simple words

Starlink is a satellite internet service run by SpaceX, Elon Musk's company. It uses a large group of satellites in low Earth orbit (LEO) to send internet signals to small dish terminals on the ground. Starshield is the military version of Starlink. The US government runs it using Starlink technology.

Starshield's spy-satellite work

Starshield is a SpaceX business unit that also builds satellites for US defence and intelligence agencies. According to Reuters, it signed a classified $1.8 billion contract in 2021 with the National Reconnaissance Office (NRO), the US agency that manages spy satellites. The deal is to build a network of hundreds of satellites in low orbit that can take pictures of the Earth.

How Starlink came to Ukraine

Russia invaded Ukraine in February 2022. On February 26, 2022, Ukraine's Vice Prime Minister Mykhailo Fedorov asked Musk on Twitter to provide Starlink, and Musk said the service was active that same day. About 5,000 terminals arrived in the first weeks, with some donated by SpaceX and some paid for by USAID. Since then the network has become essential for Ukraine's frontline communications.

The October 2026 speed limit

On the night of October 13โ€“14, 2026, terminals in Ukraine started losing their connection when moving faster than about 160 km/h (100 mph). Ukrainian officials said this made it harder to stop Russian attack drones and forced some operations to be cancelled. Musk and US officials each said publicly that only the other side could have made that decision.

Back to normal, but still disputed

On October 24, Ukraine's defence ministry said connections were stable at speeds above 400 km/h, and President Volodymyr Zelenskyy said speeds were back to pre-restriction levels. Musk then said on X that Ukraine had used Starlink for offensive drone strikes against its terms and that this 'loophole' had been closed. A Ukrainian adviser said long- and medium-range attack drones still cannot use Starlink.

Quick points

  1. Starshield = military Starlink

Starshield is the military version of SpaceX's Starlink satellite internet. The US government runs it using Starlink technology.

  2. $1.8 billion NRO contract

Reuters reported that Starshield signed a classified $1.8 billion deal in 2021 with the US National Reconnaissance Office to build a network of spy satellites.

  3. In Ukraine since February 2022

Starlink was switched on in Ukraine on February 26, 2022, after Minister Mykhailo Fedorov asked Elon Musk for help following Russia's invasion.

  4. A 160 km/h speed cap

From October 14, 2026, terminals moving faster than about 160 km/h lost their connection. This disrupted Ukraine's drone and air-defence operations.

  5. Restored, but disputed

By October 24, Ukraine said links were stable above 400 km/h. Musk said Ukraine had broken Starlink's terms by using it for offensive drone strikes.
